Applicant is seeking review of buffer conditions, requiring the construction of a berm, imposed by the Upper Township Planning Board on July 19, 2007, in Resolution No. PB03-07A, with respect to the grant of preliminary and final site plan approval and variances for applicants soil mining operations.
