UPPER TOWNSHIP PLANNING BOARD
MEETING MINUTES
AUGUST 21, 2008
The regular meeting of the Upper Township Planning Board was held at the Township Hall, 2100 Tuckahoe Road, Petersburg, New Jersey at 7:30 p.m.

Present: Daniel Bready, James Kelly, Gary Riordan, Renee Scrocca.
Absent: William Brown, Curtis Corson, James Schroder, Donald Kissling, Duane Terwilliger, Susan Ragan and Mayor Richard Palombo.
Also in attendance were Dean Marcolongo, Board Solicitor; Paul Dietrich, Board Solicitor; Shelley Lea, Board Secretary.
Chair Scrocca announced there was not a quorum present and that no formal action could be taken. The following applications will be tabled until the next meeting scheduled for September 18, 2008 at 7:30 p.m. The applicant’s attorneys have agreed to waive the tolling of time.
Mr. Dietrich announced he has made revisions to the small wind ordinance. He has changed the section number so that it is no longer a conditional use but an accessory use. The minimum lot area has been changed to 40,000 sq. ft. but can be used for 2 or more properties as long as there is an aggregate of 1 acre. The setbacks could be reduced to zero along the common property lines.
He discussed how the windmills work and how the homeowners would benefit.
Solicitor Marcolongo stated that Township Committee would
be instructing the Board to do a new Master Plan Reexamination.
Mr. Dietrich stated that the COAH housing would need to be addressed. In mid
September he plans to hold a meeting and invite property owners to come so he
can review options for COAH. The plan must be adopted by December 31, 2008.
A motion to adjourn the meeting was made and seconded. The meeting was adjourned at 8:00 p.m.
