CORRESPONDENCE

NEW BUSINESS

  1. Upper Township Department of Public Works 2011 Rules and Regulations. There was discussion with regards to 2011 holidays.  There will be one holiday for Presidents Day rather than 2; Election Day is a regular work day and 4th of July is on a Monday this year and there will be trash collection on that date.  In addition, in an effort to streamline operations Bulk Waste days will occur once a month rather than twice, and twig and brush collection days will be decreased.  Motion was made by Curtis Corson, second by Jay Newman to accept the rules and regulations as submitted.

  1. Country Shore Woman’s Club request to hold Basket Bingo BA #383 and a Chinese Raffle RA# 384 February 4, 2011.  Motion was made by Jay Newman, second by Frank Conrad to approve the event.  During roll call vote all four Committee members present voted in the affirmative.

  1. Results of Whittier Avenue Bulkhead bids.  Mr. Dietrich reported that 8 bid packages were requested, of those five bids were returned.  He recommended KG Marine Contracting as the lowest responsible bidder at $65,500 for the base bid of item No. 1.  Motion was made by Curtis Corson, second by Jay Newman to award the base bid only, to KG Marine at $65,500.  During roll call vote all four Committee members voted in the affirmative.

  1.  South Jersey Storm Football Club request to use Township fields for 2011 season.  Hobart Young was present this evening as representative of the SJ Storm Football Club. Facilities Use Form, insurance certificate and confirmation from the NJ State Police has been received for the file.  He stated that confirmation from the UT Rescue Squad is forthcoming.  They are also requesting the use of the snack bar, restrooms, the Community Center, and use of the fields at Caldwell and Amanda’s Field at various times. They plan to start practicing every Saturday from 10AM to 1PM, and one night a week.  Games are usually on a Sunday.  There are usually 4 home games, 2-3 scrimmages, and potential playoff games.  It was discussed that Township sports programs have precedence over this activity should there be scheduling problems with the Township facilities.  Motion was made by Curtis Corson to approve the activities with a resolution being placed on a future agenda; motion was seconded by Frank Conrad.  During roll call vote all four Committee members voted in the affirmative.

UNFINISHED BUSINESS:

DISCUSSION

13. Shared Service Agreement with County of Cape May to provide Heavy Equipment Fleet  Maintenance.  The matter was tabled to after closed session due to it being a contract negotiation.

14. Authorizing reimbursement of the Reasonable cost of Municipal Services to Osprey

Point Condominium Association.  Mayor Palombo reclused himself from discussion on this matter to avoid conflict.  Deputy Mayor Corson presided over this matter.  The Township is required to provide these services or reimburse them.  Previously the Township reimbursed Osprey Point for trash pickup however the Public Works department will now pick up at that site for a trial time period.  This is a cost savings suggestion made by Township employees.  This arrangement does not include snow removal.  Motion was made by Frank Conrad, second by Jay Newman to approve the trial time period of providing trash pick up to Osprey Point.  During roll call vote 3 voted in the affirmative.  Mayor Palombo Abstained.

PAYMENT OF BILLS:

“I hereby move that all claims submitted for payment at this meeting be approved and then incorporated in full in the minutes of this meeting.”

The payment of the bills was deferred until the end of the meeting.
